Program Description / Services

The Creating Healthy Communities Project (CHCP) of Allen County Public Health promotes smoke-free policies among Allen County housing facilities – federal, state, and local public and private housing. The Allen County Smoke-Free Housing Project is geared towards tenants and landlords who want to make their housing units smoke free whether it is a single dwelling, duplex, six-building condominium complex, or multiple apartment complex. The CHC Project is dedicated to improving the health of its residents through nutrition, physical activity, and reduced tobacco use.

This project will help achieve the CHC Project’s goals of reducing tobacco use and supporting tobacco-free living. The Smoke Free Housing Project assists residents in approaching the property manager/owner about smoke-free housing and provides technical assistance as needed. The project also works with property managers/owners to adopt or modify smoke-free housing policies in their housing complexes, assists with resident notification, and provides other technical assistance as needed. Once a property is smoke-free, they are listed on Allen County Public Health’s website and promoted through social media as well as other media outlets. Educational resources and signage are provided as long as supplies last.

The Allen County Smoke-Free Housing Project has developed toolkits for Landlords, Property Owners/Managers,  and Residents (https://www.allencountypublichealth.org/smoke-free-living/) which are available to the general public and also distributed to partners in the multi-unit housing industry. The toolkits for Landlords, Property Managers/Owners provide resources on secondhand smoke, cessation, legal rights of landlords, maintenance costs, how to adopt and implement a smoke-free policy, and enforcement tips of a smoke-free policy. Sample documents are available for landlords and property managers to use. The toolkits for residents provide resources on secondhand smoke, cessation, legal rights of tenants, how to work with neighbors and landlords to go smoke free and options for legal action. Sample documents are available for residents’ use.

The Project specifically works with public housing, but in general, we work with property owners/managers and residents in all forms of housing in the county.
